Context:

The intensity of the armed violence in Ukraine is having a severe humanitarian impact on the population. The conflict has resulted in loss of life, injuries, and mass movement of civilian population throughout the country and to neighboring countries, as well as severe destruction and damage to civilian infrastructure and residential housing. In summary, according to OCHA reports, with the scale and direction of the ongoing military operation, 18 million people are projected to become affected, including up to 6.7 million people projected to be newly internally displaced. Of the affected population, 12 million people are expected to need humanitarian assistance, and 6 million with the most urgent humanitarian needs – including shelter, water, sanitation, hygiene services and basic non-food items.

IOM is rapidly scaling up its capacity to provide access to safe and dignified shelter and housing support, and it requires expertise to ensure data, including GIS concerning these and complementary interventions, is adequately collected, collated, analysed, and disseminated, and used to inform decision-making.

Under the overall supervision of the Chief of Mission and the direct supervision of the Programme Operations and Support Officer (Shelter and Housing), and in close coordination with relevant units, the Geographic Information System & Information Management Officer (Shelter and Housing Programme) will be responsible for assisting with defining data needs, sources, and data management products, and for contributing to the development of information management products including internal and external reports, factsheets, intervention maps, 5Ws, etc. relevant to the shelter and settlements sector.

Core Functions / Responsibilities:

1. Support the development and maintenance of an online database for project management and reporting.

2. Support the development of data collection tools for programme implementation, such as online registration systems, activity-based technical assessments, activity monitoring tools, multiplatform-integrated project management tools, etc., as needed.

3. Visualize and map data whilst assuring data consistency utilizing appropriate GIS/mapping tools and products to aid programme implementation and management.

4. Support the reporting of IOM activities to relevant clusters, Working Groups, and other stakeholders.

5. Train and provide guidance to field staff as relevant for the development and utilization of field-based IM products and reporting tools.

6. Support IOMs partners in the development of IM tools and systems as required and facilitate adequate reporting to IOM, donors, and external stakeholders.

7. Support the coordination with external and internal partners/stakeholders on data and information management efforts and mechanisms, including efforts to develop case-based data management systems.

8. Support and provide guidance to staff on data protection and responsible data-sharing.

9. Support the development of factsheets, maps, and other information products (internal and external) for the Shelter and Housing Unit.

10. As requested, provide IM support to relevant clusters, working groups, and internal units.

11. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in computer or social sciences or any development discipline related to humanitarian response with two years of relevant professional experience; or,

• University in computer or social sciences or any development discipline related to humanitarian response with four years of relevant professional experience.

Experience

• Experience working in humanitarian emergency response context is required;

• Experience in the humanitarian sector in data management and GIS is required;

• Experience in Shelter, housing, and collective site-related humanitarian response operations is advantageous;

• Experience working with implementing partners for data collection and technical assessment is an advantage;

• Experience liaising with authorities, donors, national and international institutions, UN agencies, NGOs and local communities is an advantage.

Languages

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of Russian and/or Ukrainian is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
